AMTIS-HeiTech, LLC’s GSA 8(a) STARS II contract provides our federal customers with streamlined access when purchasing information technology (IT) services or IT services-based solutions. The 8(a) STARS II design consists of two constellations (tiers) based on industry accreditations. Constellation I includes industry partners with competitive pricing and technical proficiency. Constellation II includes industry partners who have competitive pricing, technical proficiency, and an additional industry credential.
AMTIS-HeiTech provides access in both constellations in all four functional areas designated by the North American Industry Classification System (NAICS):

AMTIS and our team members are proud to be able to offer our engineering and technical services to Navy customers in all seven geographic zones under the SeaPort Enhanced (SeaPort-e) contract.
TEAM AMTIS is comprised of a small and agile group of highly recognized industry leaders with extensive experience in support of various federal agencies including Department of the Navy (DoN) and Department of Defense (DoD). TEAM AMTIS has staff and personnel in all seven Virtual SYSCOM zones for SeaPort-e. This workforce represents a significant and stable national resource available to the Navy Warfare Centers today and over the span of the SeaPort-e contract.
Our partner selection process resulted in a team consisting of one large companies and two small businesses. Both small business team members are SDVOSBs and WOSBs. A critical selection criteria was that each Team member share AMTIS’ high professional standards and embrace similar ethics and business strategies. AMTIS holds itself to a high ethical and professional standard and expects no less from our team members to ensure that the Navy receives the best products and services available.
TEAM AMTIS’ technical support services to the U.S. Navy span decades and range from technical systems analysis to software engineering and requirements planning to software development, testing, evaluation and database design. We have provided services for such clients and programs as business process improvement support to the Sea Warrior Program (PMW 240) Program Operations Contract Support Services (PO CSS), module development to include the Criteria Management System (CMS) for the Navy, and inspection and decommissioning support to the Army Watercraft Inspection Board. Team AMTIS has a broad and stable base supporting other government agencies such as the Department of Veterans Affairs, the Food and Drug Administration, the U. S. Department of Agriculture, NASA, and the National Oceanographic Atmospheric Administration.

Quality Assurance Program:
Quality Assurance of AMTIS products and services will be performed throughout the life cycle of the contractual activity or the design, development, and integration of the product. Those QA procedures are implemented and documented in the Program/Project Management Plan (PMP). The PMP, which will include a discussion of the quality elements for the products and services to be provided, is required to be approved at the program/project kickoff meeting and will be posted in the Project Management folder in MS SharePoint. AMTIS will invoke the applicable our ISO/9001/2008 and CMMI Level 2 Services Standard Policies and Procedures.
